How long after the Chest Cutoff Deadline will it be before we access the new server?

Cutting in here a little, but I may be able to answer better since I don't believe Tiny has been working on the new map. We're aiming to have it open by the 9th, although no guarantees. It's likely we'll still be building and working on other things after that date, but we should have all the main areas such as spawn, shop section, etc ready for then.

When will the chest application for the new world begin?

What do you mean chest application? There is no application; you claim and fill your chest with transfer items over at /warp chests and we move them over to the new map for you when it opens. Deadline for getting/filling your chest is 1st June.
